  It's free. Download from:
  
  www.phpbb.com/downloads/
  
  Select your language and file and download. Upload to your website and go to /install/install.php
  
  Erase the specified files after setup.
  
  Upload and erase files using an ftp manager, or your site's host's ftp manager if it has one.

  I only have a Win98 laptop and an adsl connection and my forum works perfectly. Just try. The worst that can is that the forum doesn't work. Just try.

  Greatest way is to grab a pidgen and a stack of paper. Send the pidgen to several random places, and tell them to send it back to you. Great speeds, and no effort required!

  There actually was a protocol for sending IP over pigeons.
  
  Anyway, if your site doesn't get alot of traffic and Apache is too heavy for the system, you can try Abyss Web Server ( http://aprelium.com/ ).
