DOS 7.10 of Windows 98SE (booted in DOS mode) won't run some programs

Recently I saw that some programs won't run in DOS 7.10. When I type their name and hit enter, the line breaks and the text cursor is blinking as it the program loads. However the computer remains in this state. Ctr C won't work and I have to force quit (Ctr Alt Del). It seems like the program fails to open a window, but assumes it succeeded and remains as it is.
Does anybody know more about this? How is it caused, how can I fight it?
Usually the affected programs are installers. However some versions of Doom are affected too (eg 1.19 full version). I already putdevice=c:\windows\setver.exesetver install.exe 6.22
into the config.sys, but it did not help...

It's "shut down and start in DOS" which causes the Problem. Enter DOS with F8, (5) command prompt and DOS will open in a manner without this glitches.
