    Will this protect my Windows 3.1 virtual machine from malware online?

    Online malware does not run on Windows 3.1. So no, it will not protect it, but you won't get it on there anyway.

    It WILL protect against viruses from that time period that may still be floating around on old floppy disk or downloadable disk images found on other, less reputable web sites.

    It works good on my IBM ps/2 with windows 3.1

    does it detect the CiH virus?

    I don't know why would you get the CIH virus at this date. Also, if your Machine was infected by CiH it would corrupt the BIOS, making it impossible to boot up.
