Paint Shop Pro 2.01
November 1993. Windows 3.1. Supposed to be a full version. No installer, just the program dir zipped up. Pulled from a CD.
I cannot confirm, because at this exact moment I do not have a system that will install/run 16bit apps. Anyhow, if it is a full version, and you get a screenshot, I'd like to see/use it.

It's the shareware version repackaged by some warez group. I'm guessing it is supposed to have an installer, because it is missing the system file ctl3d.dll (which can be obtained elsewhere).

I have no recollection of using PSP version earlier than 3.1 or so. Dunno if the shareware popped up a delayed splash window on startup, or some other minor limitation.
I have personally edited a few proggies to fix that, since it had a nfo from a warez group, thought maybe the same.
