Windows 95 OSR 1 disguised as OSR 2.5 C. Is this normal?
I was looking for the USB support installer, and when I looked for it on the disk, it wasn't there. I was unsure if it was a fake or real Windows 95 OSR 2.5 C. I checked some files like kernel32.dll, but discovered it was version 4.00.1111, not 4.03.1214. When I checked with the command "ver /R", it turned out to be 4.00.1111 revision A.

Windows 95 OSR 2.5 does have a different USB installer, that is supposed to install during setup. It is also supposed to automatically install Microsoft Idiot Exploiter 4.0 during setup. But if you don't copy all of the setup files, it will quietly skip those and wind up looking exactly like OSR 2.0 (Kernel 4.00.1111).
The thing is, the setup program and CABS for OS2.0, 2.1, and 2.5 are all 100% identical. 2.1 just bundles an optional separate USB support update, while 2.5 tries to automatically install the USB update and IE 4.
