I'd say 2003 if you've got at least 128MB of memory. It seems to run a bit faster than XP. Definitely get Apache for HTTP. Probably BulletProof for FTP.
I know very little so maybe I can help the most.
Just starting out you should probably use Abyss for
your http server. It's free and pretty easy to set up.
For ftp you probably should start with Babyftp or
maybe Guild ftp if you think Babyftp doesn't have
enough options.
If you're using XP you can use IIS by installing it
from your XP CD. You can use it for ftp if you
check it but it's not that good. The http is limited to
10 connections.
Just to start you probably should get Abyss and
install it and come back for help.
Use FreeBSD! It's good to know some *nix and it have helped me alot. Im running FreeBSD 5.3 on my server with Apache 2.0.52 for HTTP and PureFTPD for FTP. works great!

Definately start with Abyss Web Server (Abbreviated to AWS), if you later find that that's too small/optionless then you can move to something else.
