Windows Installer Engine 2.0?

I am setting up Windows 2000, going well until I try Java. Windows 2000 needs the Windows Installer Engine, from microsoft, to install Java. Would anyone be able to help with this?
I am using Windows 2000 SP1, so using 3.0 is not an option currently
