Windows 1.0 cannot open its programs on hard drive, but can on floppy

I'm running DOS 6.22 in Oracle's VirtualBox. I copied Windows 1.0 from a (virtual) floppy into c:\windows. I type win and it starts up properly. But when I double click any of the EXEs, I get a dialog saying "Cannot run PROGRAM.EXE". If I run it from its floppy disk, everything works as it should.

Help appreciated.

    Do you have SETVER loaded, with an entry for "WIN100.BIN" to report "3.40"?
    Odd things will hapen if SETVER under DOS 5/6.x is not loaded. Also make sure c:\windows is in the PATH.
