When I was trying to get a OEM ISO of Windows 95 OSR 2.1, it appeared that it had downloaded OSR 2. The name of the ISO, folder and Build Number was OSR 2 and not 2.1, it even said it was 2.
I would check again but I have reach the daily download limit. Please check it.
I noticed this as well. The "Windows 95 OSR2.1 (OEM)" off the Kansas City mirror serves me a 7z labelled "4.10.1111 OSR2". In spite of that, I found the USB supplement folder so it is indeed OSR 2.1. The included disc scan references the USB support as well.
The only difference between OSR 2 and 2.1 is the bundling of the USB supplement on the CD-ROM.
