The confirmed languages for 1.x at least are English, German, French, Dutch, Italian and Japanese. Some others such as Spanish or Swedish could also exist. But I doubt Greek is among them.
Windows 2.x was definitely available in Spanish and Swedish (on top of the above mentioned), as well as Finnish. Most other localizations were probably added later in 3.0 or 3.1.

I don't even think those existed... The oldest Windows in Greek (and also in Turkish) is 3.1 (not 3.0) I think

And there's one Russian version of Windows/386 2.11.
From what I've been told, that was an unofficial localization, not made by Microsoft.
