I was looking for windows 95 on floppy on eBay and I saw two copies of Windows 95, in Spanish, on floppy. One was a full version, one an upgrade. I think they were both OEM, not sure of the version.
There is a compaq OEM version on CD for like $14.98 plus shipping as well.

Winworld has RTM and OSR 2.1 in Spanish, although they look to be "archives", probably from MSDN sources, and not complete ISOs.
