when setup says this what cd download from https://winworldpc.com/product/windows-95/rtm is the one i insert? i download (oem) (iso) but that doesnt work and just show the message again

Did you get this message after booting from a floppy or were you booting from a CD?
from a floppy .
when the floppy boots do you see it loading cdrom drivers?
