How do i get Microsoft Mail 2.1 for Windows to work?

I cant get Microsoft Mail 2.1 for Windows to work, is there any solution?

You have to create a local mailbox database and then point the client software to that mailbox. Of course, all you will be able to do then is send mail to yourself. It is meant to have the mailbox on a network server share, but just to run the program, it doesn't matter.
