Internet is performing slowly on one computer but not the other

I'm having a strange issue with my internet connection. Ever since I moved to a new house, the internet has been performing slowly on one of my computers to the point where sites seem to think I'm no longer connected to the internet, yet on another computer plugged into the same modem it's working fine. It usually happens whenever I visit YouTube. Both of the computers are plugged in via Ethernet.

Here's what I've tried:
  • Scanning for viruses with MSE and MBAM.
  • Two different web browsers (Firefox 78ESR and Google Chrome).
  • Updating my Ethernet drivers.
  • A different Ethernet cable.
  • Signing out of Google.
  • Booting from a Linux Live CD (Ubuntu 20.04.2.0 in this case. Oddly enough, the internet seems to be working fine on Linux, yet I'm having problems on Windows.)
Here are the specifications of the problematic computer:
  • Dell Optiplex 7010 SFF
  • Intel Core i3-3120 @ 3.3 GHz
  • 8GB DDR3 RAM
  • Windows 7 Ultimate 64-bit
  • Intel 82579LM Ethernet Adapter (integrated)
Does anyone here have any ideas on how I can fix this? I'd really appreciate it if anyone could help me out.
