I'm thinking that it's possible that the full versions of VisualAge CPP Windows 3.5 and 4.0 with latest updates are available on the IBM website. (https://www.ibm.com/support/pages/visualage-c-windows-v35-fix-pack-9-us-english and https://www.ibm.com/support/pages/visualage-c-professional-windows-v40-fix-pack-3-us-english-simplified) The 4.0 for Windows fixpak contents are not far off from the full version for OS/2, with samples and extraneous documentation (like a PDF version of a guide to C++) included in it.

I believe that IBM included the full version of IBM Works in a fixpak for it as well.

UPDATE: installers check for presence of existing installation, through the script (setup.ins). But you can find a trial version of VisualAge C++ 3.5 for Windows here: https://archive.org/details/programmingwithvisualageforcforwindows/page/n5/mode/2up

and use its setup.ins instead. The install is successful, though it doesn't like Windows 2000.
