From @ 2001 here is Lake Clear Animato 1.0 working on XP but should be good in anything from Windows '95-UP...
Lots of tools & paint stuff for such a small EXE Install...
I would assume that USERS of old OS would be interested in GIF Animators as GIFs were the thing then (and still are)...
I use this one rather often for quick manipulation...
