I have a few 16bit cards that are VESA but they're all VGA adapters.

doesnt the v in vesa stand for video, my understanding was that VESA was an interface for video cards, like a sorta predessor of AGP...

NT 3.1 is stable, and lack of drivers, that's not a concern of stability! And it knows EtherLinkIIIs, which is good. I'd get ATAM (Advanced Task Manager (Ask me a week or so later for it)).
