Air Trax was definitely disk based; the file starts with the characters MZ like any other DOS reliant EXE. Reviews were negative. It was a bad implementation of the boring Air Traffic Controller simulator genre.
Persuasion is something I don't know. I vaguely remember a board game with a similar name but what turns up in searches instead includes a very recent attempt to create an unlicensed Wuthering Heights style game and lots of SEO advertising and the old presentation software.
