Multiuser DOS stopped installing during entering disklabel

I 've tried many times ,but it always stopped here

    Try using MS-DOS 5.x+ Setup Disk image for format the disk to FAT 16 and create partition (Or MS-DOS 3.x- Setup Disk image for format the disk to FAT12) and then install again.
