As the title said, i used a 16mb ram and 8gb IDE Hard Drive.
When finished the floppy installation it restarts and BSOD with code 7B "Inaccessible Boot Device".
I used a VMWare 5.x compatible.
Is there a size limit on the hard disk?

Problem solved.
Change the Hard Disk position from 1:1 to 0:0.

Either way NT 3.1 is going to be a horrendous pain to install or use on anything other than real hardware from the era.
