This was once commercial but was then made free...No-Frills but everything you need even has a built-in Skin Designer...Has Juke & Nuke Modes...Right click on various parts for context menus...
Plays some videos as well but haven't tried it yet AVI - WMV - MPEG (the older stuff)...
