Yes, the older fabled Amapi with the optional 'Workshop' toolbar as shown. Also amazing amount of export formats I found the Cinema4D Export nice & handy-
This was the last version with that Workshop Toolbar BTW... It was touted by many as intuitive as it was easy to pick tools then just 'Swipe' off to the right to drop them...
Amapi's workflow takes a bit of time to get used to & learning a few shortcuts is necessary...
Has also a material editor & a rendering engine but nothing to write home about, basically you would be using for the modelling prowess and/or the export formats OR the connection to 3DS Max. It came with a connector for Max 4 but would not work for 3.1... About 1.5 years ago I found a plugin that connects Amapi6.1 with 3DS Max 2.5 to 3.1... So now one can easily move between the two & take advantage of Amapi's robust model toolset...
