Opening a DOS-based program on Windows 98 keeps messing up the display resolution on PCem v17.

I have this weird problem when I open a DOS-based program like DOSBox or the Windows Edit. This is Windows 98 FE, and as you can see, the resolution is squashed, if my resolution is even higher, the display will display very trippy colors but will act normally. The current screenshot's display is 1024x768 at 256 colors, if I even put it higher like 16-bit colors, this will happen.

So I have no clue why this happens, I have tested it on Windows 95 and it probably didnt cause the issue, but on both Windows 98 versions (First Edition and Second Edition) will cause the screen to get all messed up.
I hope that its not the emulator causing this issue and its probably the display driver I installed.

So this is the adapter / driver. (I really dont know what its called im sorry).
I am using an VBE Miniport - Standard PCi Graphics Adapter. Which I suppose could cause the issue.
Although running Windows 98 FE right now hasnt caused any issues, I luckily got Sound Blaster drivers back.
