Quebec, Canada servers not letting me download files from winworldpc.com

I recently payed attention to the download links which both are from two different locations.
Quebec, Canada
and
Kansas City, US.

And appreantly Quebec's servers fail to let me download (like example: Windows 2000 Professional).
But Kansas City's servers lets me download the file without any problems.

So, I wondered, what is going on in Quebec?
Or is it just my issue? I really cant tell.

They both seem to be working fine for me. Are you seeing problems with ALL downloads from that server, or just certain ones?

Is anyone else seeing any problem?
