Weird issue with Windows 3.1 Korea edition

So I was trying to install Windows 3.1 Korean on PCem v17, and the floppy disk version didnt work.
So I downloaded the Windows 3.1 Folder and made it into an .iso using ImgBurn.
And after installing CD-ROM drivers into MS-DOS, I mounted the .iso and typed setup. It showed the blue text setup for a slipt second, until making the entire screen white.



Don't know if Windows 3.1 Korean was supposed to run on the NEC PC-98 computers or not, I really dont know.
Hope to get an answer!

UPDATE!!!

Turns out it was an display issue.



Mine was set to Cirrus Logic display, it needed to work on Standard VGA.
