Why do you want to enable Telnet?! If you're SURE then net start may work, but depending on the version of Windows it's running, it'll either be set to Manual or Disabled. If it's disabled, it wont start, if it's manual then net start will work.
However I should caution against starting a Telnet server/service. Be SURE that's what you want and that you know the (not insignificant) risks.
Everything that you can do on your own computer through Computer Management you can do remotely to another computer as long as you have admin access. That includes powering down the system and forcing a shutdown of all running apps.
