Cant Install copy of NT4 Server from WW

When I do try to install, I cant.

In Win98, i get this:

Setup was unable to install Windows NT Boot Loader.

Any ideas? Im thinking some files are missing

There is a file missing but I don't see how it could cause THIS problem.
The file is "CDROM_S.40" and is a plain text document containing the following text without the quotes:
"JBCE
"
the file is 6 bytes and is in CD_ROOT:\
This file when missing will cause a floppy setup to fail as the setup won't see the disc in the CD rom drive.
