New Web IRC Client
I replaced CGI:IRC with PJIRC. It's a significantly better Java-based applet, and it's more appealing to the eye.
A bonus is it will use your hostname instead of the server hostname.

2. Nothing is getting "cut off". I just tested it, and it works fine in both Firefox and IE.
I don't even have it installed on this system (or any others for that matter)

I don't install .NET framework either.
I just find Java slow and iritating in general.
