Any really it's not an easy question to answer. I would suggest one that can take 72pin Simm's and has at least a VLB slot, otherwise try and get a socket 3 board with PCI.
You should use a board with PCI. It's much better then the VLB (better graphic-cards and generally more different cards)
With PCI and a bit luck it's possible to use USB on a 486.
Well if you want a 486 board to display, as in a museum, PCI slots don't really matter :P
Though as anonym said, it would be best to get a board with PCI so you can use a PCI ethernet card, and maybe even USB. I don't know of any models of 486 boards though, don't know what the manufacturers were back then.
Actually my Dell desktop from '93 I believe is a 486/33. I could see what type of board it uses. Probably Dell. (Though at least slots, and RAM, I can let you know.)
