I just ran in to this problem yesterday. What you need to do is disable any VT or acceleration, I cant remember the exact name in the settings. You also need to reduce graphics memory down to 8mb and try to increase it gradually until its unstable, and finally you need to disable USB depending on what version of Win 95 it is. This seemed to work for me yesterday!
Any information you could give regarding the specific version of Windows 95 you are running, the installation environment, or the hardware being used might make this question actually answerable.

You may have allocated too much memory to your virtual machine. Try reducing the memory of the virtual machine to 384MB or 256MB and see if it boots.
