You know I think you can try downloading a regular windows 98 first edition and changing the default lang from English to Portuguese and same with the key board.

IIRC that will only change regional options such as date layouts, currency and time zones. Not the entire language of the OS.

What BOD said. That might work on newer versions of Windows (Vista and later via language pack downloads), but not on software that old.
