VirtualBox is a good option for Windows 9x, just remember to disable hardware virtualisation. Windows 95 has some issues with network components, so in this case I will go with Windows 98 (Second Edition preferred). Here is a handy installation guide.

Im using MSDOS 7 with CD Drivers to try 95 one last time if not 98SE on one of my 3 emulation softwares
I've noticed it with RTM 95 - and the OSRs aren't much like 90 to the point where I'd suggest 98 as well. DOS 6 if you want DOS viruses in a "proper" environment.

VMware Windows 95 drivers dont work properly for it and Ive only ever used 98 in Primary on the old IRM Towers

Yeah. Windows 98, Pentium III 750mhz or something around that (Cant remember) and 512mb of ram in my old school
