Windows 98SE ISO, bootable?

Is it? I'm trying to troubleshoot an old system and it won't boot from the CD. I've booted from CD before, just not this one.

Maybe it's due to how I'm burning them? I'm using OS X Mountain Lion's Disk Utility at the slowest speed.

    Only OEM Windows 98/ME CDs are bootable.

    Whch ISO did you download from here?
