Best program to make an ISO

I am wondering what the best program to make an ISO would be? Looking for a free one.

    WinISO is non-free alternative that I use simply because it's easy to use and it's been my go-to tool for working with disk images along side CloneCD/DVD for 'trickier' discs for many years.
  • I like MagicISO if im creating a ISO from scratch. If im making a CD image I use DD (Disk Dump).
  • I use ImgBurn for creating ISOs from media or burning ISOs to media. For manipulating ISOs or for creating them from scratch, I use PowerISO

  • I use WinISO because free and make lot ISO files but
    WinISO is limited to 500mb for nonregister user.
  • If your OS is Windows then WinISO is the one to use. If on Linux (any Ubuntu derivative) then K3b is the one you want. Custom boot images are easy to configure.
