MS Plus 95 Themes Don't Work

After I install Microsoft Plus! 95, I try to use themes. When I select a theme, I see a dialog box that says "This program has caused an illegal operation and will be shut down." How do I fix this?! (Note that I am using Windows 95 OSR 2.5)

OSR 2.5 uses ActiveDesktop and a Webby interface. Try with OSR 2 or earlier.
