I didn't need the file, but tried it to see if it was slow or not. It's not. The file downloaded immediately.

Identifyer is a small file which identificates which version of WinNT you are installing. It is also need for setup to detect in which drive there is i386 folder, required for setup.

Without the identifyer you'll got such crap:
"Please insert NT 4.0 Server CD into drive A: and press Enter"

NT4 TS identyfier is the same but its name is CDROM_TS.40
