You didn't mention which ftp client problem to upload.
If IP is blocking, I think there is no reason to remain the message that you wrote.
(I don't know that is right or not. Anyway, there is no problem to upload.)
I can't use FTP to upload software and operating system to winworldpc. I live in China, who knows what's going on.
Please provide more information about the exact errors you are seeing, what software you are using, and your configuration.
My assumption is this is due to a restrictive network, but there is not enough information to determine if it is a user error.
If this is due to a restrictive network, perhaps someone could be *helpful* and shed more light on to the subject and offer suggestions. However keep in mind that that restricted networks, either government, corporate, or private, are usually restricted for a reason and the ultimate answer is usually "don't even try to do that".

Are you able to reach the ftp address and just not able to login?
I know that China has very restrictive IP blocking. Perhaps that is the issue.
