What OEM is the non-Compaq DOS 3.31?
There is a version of DOS 3.31 on the DOS 3.31 page that is not from Compaq:

Does anyone know what OEM it is supposed to be? Or is this somehow a Microsoft version?
It actually looks very "Vanilla" and is built with Microsoft naming (msdos.sys) instead of IBM naming like Compaq. Seems to work the same on large hard drives (512mb) as the Compaq version.
It clearly is not original distribution media. Don't see anything to hint where it came from, except for a couple of vague AT setup tool someone clearly added.

The important is MS-DOS 3.31 (Compaq) supports FAT16B and more 512MB Fixed Drives.
It is very hard to find DOS 3.31 by non-Compaq OEM.

But I think it is Not dumped from original media.
A few of site mentioned about "Microsoft MS-DOS 3.31 (Olivetti) (Multi-Language)".
This is only for diagnostics Olivetti M110.
(512MB HDD seems to be recognized.)
