Internet explorer 1 installing problem

I want to install Internet Explorer 1 to my german Windows 3.1 by floppy image I downloaded from WinWorld.
But. When I put a virtual floppy in a virtual floppy drive, i navigated to A:\ in MS-DOS and typed a command "setup". It opened german Windows 3.1 setup.
Exactly, the names of IE1 and WSetup floppies are the same: "disk01". Is it the reason I can't install IE1? I'm using VirtualBox.

Internet Explorer 1.0 and 1.5 do not work with Win3.1x. You must use IE versions between 2.0 and 5.0.
