Hello there!
Could WinWorld host Windows CE? I'm pretty sure that WinCE 1.x-5.x is abandonware by now (please correct me if I'm wrong). There are WinCE VHD images that can be used in VirtualBox/VMWare. Of course, a WinCE emulator by Microsoft already exists but not for versions lower than 5.x.

Speaking of VHDs, here are some VHDs for WinCE 3.0-5.0 I found: http://www.hpcfactor.com/support/cesd/s/0119.asp (You need to register on their site to download but creating an account is free.)
Them roms I believe actually boot from DOS , they provide a rom, and you load the rom using some DOS program.
I don't think they do. If you scroll down and look at the how-to you will see that these are VHDs that boot in VPC, not DOS.
Another website that has windows CE 5.0, has a download that has a ROM and An DOS program, that you load windows ce 5 ROM through DOS. I remember trying it a few years ago, I do not remember what website it is on.
The WinCe Images there Are vhd but the contents are Just Bat Files and Bin Files And The .Bat Files Boots The .Bin As The C: Drive.
i did this years ago on a xbox with dosbox After taking the bats and bin files off the Vhd's That had container files(that was a double Space container) in the Vhd and booted Wince5 with the ability to save files/Settings with Full Gfx,Mouse,Keyboard and sound and network..what you are looking for is the Vhd With The Images & bat Files Extracted..you can still get it On Archive.org If you are still interested...Sorry This took Years to See.
