Just use the "Year 2000 Update" package? Should it include all updates ?! Like other updates ... I'm a little confused ... I was reading on the net that Service Pack 1 should not be installed, as it is already present.
Oh, that's right, it just tries to stuff in an updated VMM32.
Anyway, updates are indeed confusing under Windows 95. They made many "updates" that are only advisable to install if you have specific need for it. Many application installers made a habit to install individual updates on their own. Then they decided to redefine the IE application as an "operating system component". There are actually many more "updates" than what are posted here. These are just the more common ones that most people would need to get Windows 95 running on a VM or generic hardware.

Here is a better USB supplement than Microsoft's original work:

USB mass storage-class device drivers are built in.
"Windows 95 Service Pack 1" is the incomplete update only, missing all of the tools, add-ins and other updates.
Here's the complete SP1: https://drive.google.com/open?id=1wOMonvFFX1EV2EJQx9FznsQrihtE0t7k
