Compaq Armada e500 boot up fail

No matter if I have it plugged in or not, battery in or not, when I try to boot this laptop, no POST or compaq logo when trying to start the system, the charge light blinks 8 times, no beep code or fan startup. Would love to run old DOS games from WinWorld's collection on here

From what I could find, it appears to be relating to the voltage converter board. That would probably need replacement, unless it's just a capacitor that needs replacing.

Well I might poke around and see if replacing the board or the laptop would make more sense financially.
