    The zip download should be labeled as "Microsoft TCP/IP-32 3.11b for Windows 3.11"

    TELNET.EXE is missing, there.

    @Boris911 The reason telnet is missing is, the floppy doesn't have enough space - run the exe from the dos prompt (not double click) and you'll see. Move it to a different directory.
