OS/2 2.1 ISO not booting

How do you install IBM OS2 2.1 (ISO)? The iso isn't bootable, the weren't any bootdisks in the archive, and the floppy disk version never gives the option to install from cd.

Yes, there are supposed to be boot floppies with the CD-ROM. Unfortunately, not all of the OS/2 archives are complete.
I don't have time to check right now, but I thought some of the OS/2 CDs had image files on them that could be turned in to boot floppies.
