Why is Mac's Inet Speed Less than PC?

I was downloading crap and I noticed that the Internet Connection is considerably slower than that of my PC... Is this normal?

I thought there was no difference at all maybe the ocasional 1 kB/s but tahts it, it went faster at certain times i thought.
