  • To obtain a specific OS and Language download of IE9, use the archive.org site:

    It works for the ENGLISH versions. Not tried all of the other language/OS combinations, but those I did try worked. The drop-list and button worked ok in Chrome Version 78 and Opera Version 64. But you might not be able to download subsequent selections unless you completely close the webpage and open it again, unless you turn off the browser setting that limits multiple downloads from a web-page. If you have problems making these controls work at all, try another browser or version. It is moderately rare for an interactive webpage on the archive.org Wayback Engine to work at all, so this one's quite a pleasing discovery!

    Unfortunately, most links are dead on that archive. There is the other way of getting language specific IE9.
    Here are the steps for Windows Vista:

    1. Download and install regular English version, which can be found on the internet (or using before mentioned archive link)
    2. Restart
    3. Download and install KB4018271 cumulative update for IE9 (from Microsoft update catalog)
    4. Restart
    5. On Microsoft Update Catalog search for KB982861 or "Internet Explorer 9" (sort for Windows Vista and look for "Internet Explorer 9 Language Pack for Windows Vista")
    This KB has download dialog that allows you to select the language needed
    6. After installation restart again and you should have IE9 localized in your language

    Note: Before installing IE9 check if you have necessary prerequisite updates (I think SP2 + Platform update and Platform Update Supplement are needed)
    Be sure to download architecture specific packages for your given OS version (x86 or x64)
