I Attempted both upgrading from windows 98 to SP4 pro and installing on a blank HDD to SP4 pro and when i get to CD key section, every cd key i find is NOT working.

I found the ISO here: https://archive.org/details/Win2000ProSP4PL but i can't confirm if it's the correct version or not, since i don't speak polish and just made a quick search, hope this works for you
I know it's not the same than downloading it from here, but it will do the work while the ISO isn't here, maybe in a few days i'll check it

I'm not sure about this copy. It looks ok, but installer skips product key.

To update Windows 2000, you can use Legacy Update.
